It has been nearly two weeks since Claude Fable 5 was forcefully taken offline by a US government export control order.

During these two weeks, a widely circulated joke in the industry has been: the most efficient way to use AI now is to do nothing at all, sit on the beach, and wait for Fable to come back.

However, in the past couple of days, the wait seems to have seen some substantive progress.

Claude Code Quietly Changed a Few Strings

On June 24, some unusual string changes were discovered in the binary file of Claude Code v2.1.190.

The newly added prompt states, "Your weekly Fable 5 usage quota has been exceeded; continued use of Fable 5 will consume usage points," while the original "Requires separate purchase, not included in the current package" has been quietly removed.

This discovery seems to have been first made public by user X @synthwavedd, and their tweet has already received millions of views, indicating a high level of public interest in this matter.

Tech media Decrypt then downloaded the macOS Apple Silicon package of Claude Code using npm pack, unpacked it, and ran the strings -a command on the built-in claude executable file, confirming that these strings do indeed exist in the production binary but are not listed in the publicly available GitHub release notes.

Such string changes themselves do not reveal much, as it is standard practice for the product team to write feature copy months in advance, and code changes do not mean the feature will go live tomorrow. However, it at least conveys a clear signal: Fable 5 will not exist as a separate paid offering outside of the subscription plans, such as Pro, Max, Team, etc., but will be reintegrated into the regular quota of these plans, resetting weekly.

This is a stark contrast to the original commercialization path of Fable 5 (transitioning to individual billing based on usage points after a two-week free trial).

What's even more interesting is that some users have noticed that on the Amazon Bedrock model catalog page, the entry for Fable 5 is still there, labeled as "Sold by Anthropic".

Combined with the string changes in Claude Code, many observers believe that Fable 5 might be making a comeback.

In fact, by late this afternoon, a small number of users had already indicated that Fable 5 was available on  . However, we have not yet seen more reliable sources confirm this.

"Stop Letting Amodei Talk"

With the news of Fable 5's potential return, there has been a quite dramatic personnel change within the White House.

According to Wired, the U.S. government's communication with Anthropic has noticeably improved recently, for a simple reason: they no longer have to deal with CEO Dario Amodei. In all high-level meetings regarding the relaunch of Fable 5, Amodei has been replaced by his co-founder Tom Brown.

A source directly involved in the relevant calls said, "Tom Brown doesn't come off as much of a 'weirdo' as Dario did; he can really communicate normally."

Brown's official position is Co-Founder and Chief Compute Officer at Anthropic. Since June 15, he and the company's head of public policy, Sarah Heck, have been based in Washington, D.C., engaging in workgroup-level negotiations with officials like Commerce Secretary Lutnick and National Cyber Director Sean Cairncross.

Anthropic's Red Team Lead Logan Graham and Senior Security Researcher Nicholas Carlini have also traveled to Washington, bringing along a concrete technical team rather than just a PR presence.

The turning point appears to be traced back to Brown taking over the negotiation. On June 19, Trump, in an interview with Axios, changed his tune and said he no longer sees Anthropic or Amodei himself as a national security threat; just a week earlier, his language was much harsher.

"Not now, but maybe a week ago," Trump said.

The string changes in Claude Code, the reserved entries in the Bedrock directory, and the restructuring of the Washington negotiation team, while these pieces of information are independent of each other, they are highly aligned in direction: Fable 5 has not truly disappeared, but is redefining its business and policy position.

Putting these pieces together, a more realistic possibility is emerging: Fable 5 will not "return to the original state," but will relaunch in a more deeply integrated manner with the subscription system, while also adjusting access and billing structures under a regulatory framework.
