Trillion-Dollar Bet Meets Bubble Warning | Rewire News Morning Brief
Samsung and SK Announce $1.3 Trillion Chip Investment on Same Day BIS Warns of AI Capex Bubble Risk. US and Iran Agree to Ceasefire Again After Mutual Attacks.
1|Samsung and SK Bet $1.3 Trillion, While BIS Sounds AI Bubble Alarm on Same Day
Samsung and SK Group announced a combined investment of up to 200 trillion Korean won (about $1.3 trillion) over the next decade, focusing on semiconductor, AI data centers, and AI in physics. South Korean President Lee Jae-myung personally chaired the event, marking the largest single investment commitment in South Korean corporate history. Seoul Economic Daily reported Samsung alone over 100 trillion won, with an additional 900 trillion for the Gwangju semiconductor cluster.
On the same day, the Bank for International Settlements (BIS) released its annual report, warning that AI capital expenditure has exceeded $1 trillion, surpassing corporate earnings and free cash flow. BIS highlighted four major risks: inflation resilience, supply chain fragility, financial leverage buildup, and uncertainty of AI returns. The top five tech giants are borrowing to expand AI infrastructure. The $1.3 trillion bet and bubble warning appeared within the same 24-hour window, as the market is simultaneously pricing in two contrasting futures.

2|US and Iran Agree to Ceasefire Again After Mutual Attacks, Conflict Spreads to Gulf States
Iran fired ballistic missiles and drones at Bahrain and Kuwait, targeting the US Navy's Fifth Fleet headquarters (Bahrain) and Ali Al Salem Air Base (Kuwait) in retaliation for US strikes on five Iranian coastal facilities earlier that day. Both targets are within Gulf Cooperation Council member states, extending the conflict from the Strait of Hormuz to the western shores of the Persian Gulf. Subsequently, both sides agreed to halt attacks and met in Doha on Tuesday. The negotiation venue shifted from Switzerland to Doha, with Qatar replacing Europe as the new mediator.
This marks a renewed escalation following the signing of a 60-day ceasefire memorandum between the two countries on June 17. Earlier this month, Congress attempted to tighten the reins, with the House passing a war powers resolution on June 3 and the Senate on June 24, but these resolutions are not legally binding. The new round of strikes occurred shortly after the passage of the resolution, demonstrating that the executive branch is not bound by this paper resolution. The ceasefire has once again been shaken in less than two weeks, as the Middle East's narrative is being constantly repriced. Oil prices rose 1.5% to $70.29, and S&P 500 futures rebounded in sync. 3|Google Limits Meta's Use of Gemini, Compute Shortage Exposes AI Supply Chain Frenemy Paradox
In March, Google notified Meta that it could not meet all of its Gemini model's compute requirements, disrupting multiple AI projects at Meta. Meta subsequently asked employees to use AI tokens more efficiently. CNBC reported a nearly doubled quarter-over-quarter backlog in Google Cloud's orders, with compute supply becoming a seller's market.
This is not a technical bottleneck but a business choice. Google both sells AI models to Meta and competes with Meta in the app market. When compute is scarce, prioritizing who to serve first becomes a strategic question. Meta found its AI infrastructure built on a competitor's supply chain. This parallels Apple's reliance on sanctioned Longxin memory chips: when the supplier and the competitor are the same entity, supply security evaporates.
