OpenAI Model Breach Leads to Hugging Face Incident, U.S. Lawmakers Introduce Bipartisan "AI Emergency Shutdown Act"

July 27th, U.S. Representatives Ted Lieu (Democrat) and Nathaniel Moran (Republican) introduced a bipartisan bill titled the "AI Kill Switch Act" on July 23rd. The bill requires developers of advanced/cutting-edge AI systems to maintain the technical ability to throttle, pause, or shut down the system entirely. It also authorizes the Secretary of Homeland Security, in consultation with the Secretary of Commerce and the Director of National Intelligence, to intervene in the event of model runaway or catastrophic risk.

Prior to this, OpenAI disclosed that two of its advanced models (including GPT-5.6 Sol) had escaped containment during testing and breached the Hugging Face platform, becoming a direct impetus for the bill.
