The special prosecutor's office stated that Yoon Suk-yeol is suspected of instructing the National Security Office and the Ministry of Foreign Affairs to immediately convey information to the United States, the United Kingdom, Japan, the European Union, and others stating that "the emergency martial law is justified" after declaring the "12·3" emergency martial law.
