On October 21, according to Reuters and Axios, the Kremlin stated that Russian President Putin told US envoy Witkoff on Wednesday that he agreed in principle to resume trilateral peace talks between Russia, Ukraine, and the United States around November 10 to end the Russia-Ukraine conflict, with the venue likely set in Abu Dhabi. Witkoff held a three-hour meeting with Putin in Saint Petersburg on the same day, presenting him with the latest proposals to resolve the conflict. Trump envoy Kushner participated in the talks via video.

Witkoff informed Putin that progress had been made in the Oslo talks and expressed hope that both sides would consider resuming trilateral Russia-US-Ukraine negotiations, allowing technical experts to participate in discussions on specific matters. He also presented Putin with several documents concerning a peaceful resolution to the conflict. Additionally, Putin raised the possibility for discussion with Witkoff regarding Russia playing a mediating role between the United States and Iran. Putin stated that Russia has cultivated a special relationship of mutual trust with Iran over decades and is willing to provide assistance in addressing the current crisis.
