Revolut Receives French Banking License, Becomes Second Fully Licensed Bank Entity in the EU
August 10th - Fintech company and crypto-friendly bank Revolut announced that it has obtained a banking license in France, becoming its second full banking license in the European Union after Lithuania.
The license was granted through a joint review by the Prudential Supervision and Resolution Authority (ACPR) of France and the European Central Bank, and has been approved by the Governing Council of the European Central Bank. With this license, Revolut Bank S.A. will be able to offer a wider range of banking services in France, including loans, mortgages, and regulated savings products.
France is one of Revolut's largest markets in Western Europe. Previously, the company mainly operated in France under the Lithuanian banking license, focusing on payment and financial services. With this new license, Revolut will gradually transition its French operations to the new French banking entity and plans to expand to Germany, Ireland, Italy, Portugal, and Spain.
Revolut has stated that it has invested over 1 billion euros in the Western European market in recent years, creating over 600 new jobs locally, and plans to establish its Western European headquarters in Paris by 2027.
However, this license still comes with regulatory conditions. It is reported that the European Central Bank may impose restrictions on new products for Revolut's French operations, similar to the regulatory measures imposed on its Lithuanian entity in the past, potentially affecting the speed of introducing loan and savings products.
Throughout this year, Revolut has been continuously advancing its global regulatory expansion. The company obtained a full banking license in the UK in March 2026 and in Australia in July. Currently, Revolut operates in 40 markets, and its valuation rose to $115 billion after a secondary stock offering in 2026.
