Cambodia Unveils Largest Scam Park No. 8 for the First Time, On-Chain Intelligence Shows Links to Prince Group

September 23, according to Caixin, Cambodian authorities have for the first time publicly disclosed the internal situation of the large-scale online fraud hub "Park 8" (also known as "Wansheng Commercial City" or "Legend Park") located in Prey Veng Province. The park was built in 2023, covers an area of about 120 hectares, and is one of Cambodia's largest telecom fraud bases, capable of accommodating up to 20,000 workers who have been trafficked and forced to engage in cross-border telecom and online fraud, with fully equipped internal offices, accommodation, supermarkets, and network server rooms, forming a closed "city within a city."

Blockchain intelligence firm Elliptic found in its investigation that the park's operating entity, Legend Innovation, has direct overlaps and connections with the U.S. and U.K.-sanctioned Prince Group in corporate phone registrations, executive activities, and business records.

In addition, the park long housed an offline physical service outlet of "Huione Pay," used to provide cryptocurrency and fiat currency deposit, withdrawal, and exchange services for park personnel and illicit industries.
