October 31: Iran's Supreme Leader Mojtaba Khamenei met with senior commanders of the armed forces and issued instructions: maintaining a wise state of combat readiness and confronting the enemy with powerful force are necessary conditions for achieving "maximum deterrence." He ordered that effective responses must be made immediately to threats at any level and in any form, without geographical limits. Mojtaba emphasized that if the enemy launches another military or terrorist attack, it will be the Iranian armed forces and the Iranian people who decide the time and conditions for ending the conflict. He also stressed the need to strengthen the military intelligence system, deepen indigenous defense capabilities in both the "theoretical" and "tactical" domains, leverage new technologies to enhance modern national defense and security capabilities, while strengthening spiritual power and fighting will, and continuously and unremittingly safeguarding the living needs and logistical support of the armed forces.

His instructions also require updating target lists to ensure that all types of tangible and intangible assets of the hostile forces of the United States and Israel are within the strike range of the Iranian armed forces. Mojtaba expressed gratitude for the firm stance demonstrated by the resistance fronts of different countries and pointed out that unity in all fields is a decisive variable of strategic significance in shaping a new political and security order in the West Asia region. He expressed hope that this new order can further promote unity among the peoples and governments of Islamic countries and create conditions for building a new Islamic civilization.
