Bitunix Analyst:Crypto Regulatory Outlook Adds New Variables
November 4 — Preliminary results from the U.S. midterm elections show Democrats securing several key victories. In North Carolina, former Governor Roy Cooper flipped a Republican Senate seat, Jon Ossoff won re-election in Georgia, and Democratic candidate Chris Pappas also prevailed in New Hampshire. However, final control of both chambers still awaits vote count confirmation. Markets have begun assessing the impact of the shifting political landscape, with Bitcoin briefly dropping over 1% to around $75,700 during initial vote counting, reflecting investor caution over policy direction.
For the crypto industry, the real variable lies in Congress's regulatory agenda. The previously Republican-controlled Congress passed the GENIUS stablecoin bill and pushed the CLARITY Act to establish a more complete digital asset market framework, but the bill garnered only 50-49 support in the Senate in September this year, falling short of the 60-vote threshold and failing to advance to subsequent procedures. If Democrats capture the House or even the Senate, relevant committee chairs and agendas may change, and policy focus could shift from advancing legislation to investigating industry conflicts of interest, trading platform regulation, and financial risks.
This does not mean Democrats are wholesale opposed to cryptocurrency, but the political cost of passing bills may rise. Some Democratic lawmakers participated in CLARITY Act negotiations, but whether the new Congress will prioritize market structure legislation remains in question, and the regulatory clarity the industry hopes for may be delayed as a result.
In the short term, two opposing forces exist in the market: regulatory uncertainty may suppress risk appetite for crypto assets, but if the dollar and Treasury yields retreat after the election and financial conditions ease in tandem, this could instead provide liquidity support. Next, attention should focus on final congressional seat counts, Financial Services Committee personnel, and whether the CLARITY Act can regain bipartisan support. For Bitcoin, the election is neither simply bullish nor bearish, but rather a critical variable determining the future institutionalization process of the U.S. crypto industry.
