Cipher agrees to assume approximately $359 million of the over-budget first layer at Barber Lake.

November 6, according to Miner Weekly, one of the more indicative figures in this quarter's earnings reports appears in Cipher Mining's lease footnote: the company has agreed, under the revised lease arrangement, to first bear $359.3 million in first-layer costs exceeding the original budget for the Barber Lake project; beyond that threshold, the tenant will share half of the additional costs through additional rent over the total 20-year contract term, with corresponding returns agreed upon. This figure is a contractual threshold, not the final total of project overruns, but it highlights the question of who pays when delivery costs rise after AI leases are signed.

Cipher management said both parties were eager to move forward, and the lease was signed before the design had been fully advanced, with more change orders than expected; changes such as cooling facilities will add construction crews and disrupt other work sequences; there were also lower-than-expected productivity, late equipment arrivals, and idle labor, while equipment price increases themselves were not the main cause. The company said next-generation leases will be signed only after design is about 30%–60% complete. Riot Platforms also discussed industry overruns and the Rockdale budget, saying about 70% of the total budget is expected to be included in the general contractor's guaranteed maximum price framework, and maintaining an estimate of about $11 million–$12 million per critical IT megawatt; under the new Corsicana arrangement, the tenant procures and owns the modular deployment, and Riot estimates about $6 million per megawatt after including tenant reimbursement and site engineering. Core Scientific disclosed approximately $4.4 billion in outstanding purchase and construction commitments, of which the retrofits related to CoreWeave are almost entirely funded by the customer and the company's funding is capped, while the AMD and Neocloud expansions do not have equivalent protection.
