September 16: Japan's Financial Services Agency (FSA) on the 15th released its "Fiscal Year 2026 Financial Administration Policy," explicitly proposing to promote the social implementation of On-chain Finance based on blockchain technology. The FSA stated that, under the premise of ensuring user protection and the stability of the financial system, it will clarify issues related to technology, systems, and regulation through practical verification and dialogue among public and private stakeholders, and promote the construction of financial infrastructure that is both convenient and competitive.

At the same time, it will advance the shortening and upgrading of securities settlement in conjunction with the development of asset tokenization. In addition, the FSA plans to establish an "On-chain Finance Forum for the AI Era" and further discuss the application of digital, decentralized finance, and AI technologies in the financial sector through related research groups.
