Update: New account bets on passage of the Clarity Act, adds to position despite 60% unrealized loss

Oct 13, 14:07

According to PolyBeats monitoring, on the prediction market Polymarket, the probability of the market "the Clarity Act being signed into law within 2026" is about 6%. On September 15, the Senate's cloture vote on the "motion to proceed" failed 49–50, failing to start consideration of the bill, and the passage probability fell from 31% to 5%.

Even though the hope of passage is slim, the previously reported new account Camelcc has still been adding to its position over the past 24 hours, buying $3k of "Yes," bringing its total investment to $46.01k; if it settles as "Yes," the account's theoretical profit would exceed $300k.

At present, the main remaining realistic window is the lame-duck session, to move the bill from being "stuck at the procedural threshold" to "passing both chambers and being signed": the U.S. midterm elections are set for November 3; between the election and the official end of the current Congress (around January 3, 2027), the period when incumbent lawmakers are still in session is called the "lame duck" period.

During the lame-duck period, newly elected members who have not yet taken office are not yet seated, while lawmakers who lost or are about to leave office still have voting rights. For the Clarity Act, within this short window, the following process would need to be completed for it to be signed into law:

Produce amendments that can attract additional Democratic votes and assemble 60 votes;
Pass cloture again, formally enter debate, and complete Senate passage;
If the Senate text differs from the version already passed by the House, the two chambers must also reconcile;
Send it to the president and complete signing within this year.
